Overview :

The management of wildlife resources in Botswana is guided by the Wildlife Policy of 2013 as well as the Wildlife Conservation and National Parks Act 28 of 1992. The Act provides for conservation of natural resources in their environment. The Wildlife Conservation Policy (2013) also guide wildlife management but goes further to emphasize the need for rural development and citizen participation in the realization of full potential of wildlife resource. The Tourism Policy (1990) advocates for that tourism should be carried out on a sustainable basis and that local communities are provided with Direct and indirect benefits from it, in order to engender their support for conservation and the wildlife industry. And the Community Based Natural Resource Management Policy (2007), its overall objective is to enhance the conservation of Botswana’s natural resources and economic and social development in rural areas by providing eligible communities with opportunities and incentives to earn direct benefits from natural resources conservation.

The implementation of the policy and legislation provisions on multi- stakeholder participation in wildlife management requires employment of co-management approaches. It’s a participatory, collaborative and multi-party/stakeholder process that seeks social justice and democracy in the management of natural resources. The Botswana Government, in its efforts to ensure participatory conservation and protection of the natural resources introduced some management approaches that promote stakeholder collaboration. Those approaches include the Community Based Natural Resources Management (CBNRM) and Park Management Committee’s(PMC) model. The Department of Wildlife and National Parks introduced the Park Management Committees, which are constituted of the private sector, Department of Wildlife and National Parks, Department of Forestry and Range Resources and Botswana Tourism Organization. The PMCs are mainly for park management issues, park development and law enforcement. The structure does not address issues outside the park and in the neighboring community areas. Therefore, issues beyond the boundaries of the park are not dealt with even though they have impact on park management.
